Directions: Preheat the oven to 350°. Cook pasta according to the directions. Drain and set aside; do not wash the pasta. Melt the butter in a sauce pan over medium to low heat, stir in the flour, and cook until brown. Add the milk and cream slowly, while stirring frequently to keep from sticking. Stir in the spices and the cheese. Cook on low to medium heat until the cheese is melted. In a large bowl, mix the pasta with the cheese sauce and place into a casserole dish; set aside. For the topping mix, melt the butter. Once melted, combine with bread crumbs, herbs, and paprika until thoroughly mixed. Evenly distribute the topping over the pasta and bake until golden brown and the sauce is bubbling on the edges; approximately 30-45 minutes. Allow to cool slightly before serving; 3-5 minutes.
