Welcome GACSB Members, Business Partners and Guests!
EDUCATE, INFORM, AND EMPOWER, the theme for this year’s Educational Exchange, speaks not only to the mission of the GACSB and its member organizations, but also to our commitment to developing strong leaders across the state of Georgia in order to make life better in each of our communities! COVID-19 continues to impact us all in our daily lives, both personally and professionally. BUT each of you continue to SHOW UP to make life better for your communities across our state. Your dedication and passion to serve under the pressures of the world should be applauded. The 2021 Educational Exchange is designed to challenge CSBs to learn more about leadership development and self-care as the climate in health care delivery continues to be ever changing and to acquire the knowledge, skills, and resources needed to be a successful behavioral health and developmental disabilities services provider. Kicking things off on Sunday, Chuck Ingoglia, President and CEO of the National Council for Mental Well Being, will paint a picture of the national landscape, which will influence our strategic planning as a network of service providers and individually for CSB Boards with local impact on their communities. I invite each of you to embrace the opportunity to finally see one another “in person”, no Zooming, no virtual platforms needed, meeting friends old and new, as we honor our Business Partners at the Legacy Point Pavilion Sunday evening. Monday morning’s plenary is presented by Commissioner Judy Fitzgerald and DBHDD leadership, which will provide us with Georgia’s healthcare landscape for behavioral health and intellectual/developmental disabilities. Monday will also include a full day of leadership development and resiliency workshops presented by national acclaimed experts. During our plenary luncheon on Monday, we welcome Shaun Golden, speaking to his “Golden Rule”, as we honor the unwavering support and leadership of some true champions. Be sure and review the complete agenda for other plenary sessions and workshops that I am sure you will find influential and impactful! Welcome to the 23 rd Annual GACSB Educational Exchange!
This year’s theme, EDUCATE, INFORM, AND EMPOWER focuses on key elements of leadership.
As Board Members, Executive Leadership, Supervisors, Direct Care Staff, Practitioners, and Support Team we each play an essential role in providing quality care for Georgia’s citizens. These three elements enable the teamwork that success requires. We hope you find the Educational Exchange a re-energizing opportunity with thought provoking sessions. We will start with a picture of the national landscape, learn more about Georgia’s priorities, and continue on with focused workshops for all attendees. Through our Board Track, Clinical Track, I/DD Track, and Management Track there will be plenty of learning options available to you during the conference. With our all-star lineup of nationally and locally acclaimed speakers we guarantee you opportunities for growth and development. The knowledge and expertise brought by our generous Business Partners through products and platforms to assist CSB operations is valuable to all leadership and board members. The Business Partners have generously supported this event, so please stop by their tables to show your appreciation. CMEs/CEUs are available for Marriage and Family Therapists, Professional Counselors, Social Workers, Addiction Counselors, Nurses, Psychologists and Psychiatrists. He specializes in advancing development initiatives with his team and implementing comprehensive strategies to promote the priorities of the clients. His leadership has allowed him to adapt to any task and effectively lead his team when working on a project. CATHALENE TEAHAN, MSN, CNS, RN, joined the firm as a senior public affairs consultant in 2011. Ms. Teahan is a noted expert on state budgeting, a veteran health care lobbyist, and patient advocate. Ms. Teahan has served on numerous state boards, commissions, task forces, and patient advocacy working groups. She works with the firm’s government affairs consultants on health policy, state and federal funding, and has served as a point person on several statewide grassroots projects. Ms. Teahan is the founder and executive director for the Georgia AIDS Coalition. Ms. Teahan graduated from the University of Hawaii with a master’s degree as a clinical nurse specialist in psychiatric nursing.

(“Chuck”) Cole focuses on the representation of public health entities, the defense of professionals in negligence actions, business disputes, consumer litigation, and general civil litigation. Mr. Cole has tried numerous cases to jury verdict throughout Georgia, and he has been counsel of record in numerous reported appellate decisions. Mr. Cole has achieved the highest possible rating of AV Preeminent from Martindale- Hubbell. Victor Armstrong is the first ever Chief Health Equity Officer for the North Carolina Department of Health and Human Services (DHHS). NCDHHS created the position as well as the Office of Health Equity to lead its focus to advance health equity and reduce disparities in opportunity and outcomes for historically marginalized populations. He originally joined North Carolina DHHS as Director of the NC Division of Mental Health, tal Disabilities, Substance Abuse Services in March of 2020, Developmen based mental - responsibility and oversight of the public community with health, intellectual and other developmental disabilities, substance use, and a. Prior to accepting this role, traumatic brain injury system in North Carolin Victor spent six years as Vice President of Behavioral Health with Atrium . Based in Charlotte, NC Victor had responsibility for operations of Health Atrium’s largest behavioral health hospital, Behavioral Health Charlotte. Victor has over 30 years of experience in human services, primarily o serve dedicated to building and strengthening community resources t mental illness. individuals living with
Victor currently serves on the board of directors for the American Foundation for Suicide Prevention (AFSP) of NC, and United Suicide Survivors International. He is also former board chair of NAMI NC, and member of National Association of Social Workers (NASW). Victor is a former member of the board of directors of National Council for Behavioral Health, i2i Center for Integrative Health, and RI International. Victor’s awards and recognitions include Mental Health America’s 2021 H. Keith Brunnemer, Jr. Award for “Outstanding Mental Health Leadership”, 2019 Black Mental Health Symposium -Mental Health Advocate of the Year, 2019 Atrium Health Excellence in Diversity & Inclusion Award, 2018 Distinguished Alumni Award from East Carolina University School of Social Work, Pride Magazine 2018 "Best of the Best", and i2i Center for Integrative Health 2018 Innovation Award for "Whole Person Care", 2012 National Alliance on Mental Illness (NAMI) NC, Mental Health Professional of the Year. Robie Cochran has worked for the Athens-Clarke County Police Department for 12 ½ years. He worked uniform patrol for 7 ½ years and responded to numerous crisis calls involving individuals with mental illness. Cochran then transferred and helped to develop and grow the Crisis Intervention Response Unit where he assists in responding to and caring for individuals having behavioral health crises. He Co-Responds with a licensed clinician to de-escalate and link individuals to resources.
Cochran is the CIT coordinator for ACCPD and currently sits on the State CIT Advisory Board and co-responder committee. In 2016 Advantage Behavioral Health named him their Community Partner of the Year and he was named the 2017 NAMI Georgia CIT Officer of the Year. He has also received the Chief’s Leadership and Innovation in Policing Award. Cochran is a trained Crisis Negotiator and serves on the ACCPD Negotiation Team. He’s also a POST Certified Instructor and teaches many topics including: Integrating Communication Assessment and Tactics (ICAT), and SAMHSA GAINS “How Being Trauma Informed Improves Criminal Justice Outcomes”. Joseph Colette , a Partner at Freeman Mathis & Gary, LLP handles his clients’ health care, governmental real estate, and labor/employment law needs as lead counsel and advisor throughout Georgia and the southeast. By appointment, Mr. Colette serves as General Counsel to all the community service boards (CSBs) located in the metropolitan Atlanta area, as well as a number of CSBs in central and South Georgia, Cobb- Douglas Public Health, the Fulton County Board of Health, and provides legal counsel for Clayton County, Georgia.

Benjamin Druss is Professor and Rosalynn Carter Chair in mental health at the Rollins School of Public Health, Emory University. As one of only a handful of psychiatrists in the country based in a school of public health, Dr. Druss is working to integrate mental health, physical health, and public health. His research has focused on understanding and improving access, quality, and outcomes of care for populations with serious mental illnesses and medical comorbidity. In 2018, he was awarded the American Public Health Association's Carl Taube Award for Lifetime Contribution to the Field of Mental Health.

Patrick Frawley co-founded and has directed the Vermont Crisis Intervention Network (VCIN) for the past 30 years. Among the first crisis programs of its kind within the United States, with its focus on serving individual with developmental disabilities, VCIN has served as a model for the development of crisis programs throughout the country. Through this program, he has had the opportunity to support countless individuals, families, and teams faced with challenging clinical situations. Judy Fitzgerald was appointed Commissioner of the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) in 2016. She has been with DBHDD since 2012, previously serving in the roles of Chief of Staff and Deputy Commissioner. Fitzgerald is a social worker with a career-long focus on behavioral health and public service delivery systems. Prior to joining DBHDD, she worked in a variety of health and human service settings. She served as Vice President of Strategy for View Point Health, one of Georgia’s twenty-five community service boards. She has also worked as a consultant on child and adolescent services in several states and was the Executive Director for
the Mental Health Association of Georgia. Fitzgerald was privileged to begin her career in the Mental Health Program of The Carter Center, working for former First Lady Rosalynn Carter on domestic and international advocacy and policy efforts to promote mental health and reduce the stigma of mental illness. Fitzgerald earned her master’s degree in social work from the University of Georgia. She and her husband Tim Gould live in Cobb County with their two children, Abbie and Jack.
