About Our Speakers 

Mike Garrett is the CEO of Horizons Mental Health Center in  Hutchinson, Kansas. He has been the CEO for 8 years.  Mike  obtained a graduate degree in Clinical Psychology in 1980  from Fort Hays State University. He is a Licensed Clinical  Psychotherapist. He began his career with Horizons as an  outpatient therapist, slowing taking on more administrative  duties over time. In 2007 he began serving Horizons as the  CEO. The 26 CMHCs in Kansas form the Association of  Community Mental Health Centers of Kansas. Mike has  served on the ACMHCK Board of Directors since 2007 and is  currently serving as the President of the Association.  During  his time on the Board, the Association has worked extensively 

with MTM Services on the costs and revenue of providing behavioral health services.   Kansas has been able to achieve state wide costing and revenue information. Their recent  initiative of developing a Level of Care system and the use of an objective tool to assist in  determining medical necessity, in conjunction with the costing study information,  positions the CMHC provider network well as they began to renegotiate their contracts  with the Managed Care Organizations.  The new contracts will be based on the ability of  the provider to demonstrate cost efficiencies and treatment outcomes.
